To invite the public into the process of novel regional planning, we have developed a new web-based platform, Public Energy/Environment Giga-Analyzer for Sustainable Society (PEGASUS), in regard to waste managements, energy recovery from wastes and utilization of local unutilized resources. In this study, a new system of finding local resources, particularly natural resources and biomass, and simulating them for use of energy use is described, and discussed the perspective of this system to promote active involvements of people, government and technical professions into regional planning to achieve sustainable society with low CO_2 emissions through this system.
