To invite the public into the process of novel regional planning, we developed a new web-based platform in regard to waste managements, energy recovery from wastes and utilization of local unutilized resources. For a long time, the development of social system including academia and technology has been on the premise of plenty supply of fossil resources, particularly after the WWII. Such premise has enhanced rapid but sectorally and technically segmented development. In accordance with such social structures, information and communication have been also technically specialized and segmented, and most of the existing databases, at least in Japan, are limited for the public to use. Therefore, we designed a new web-based platform for the easy public as well as advanced experts’ use with GIS map linkage. In this paper the structure and function of PEGASUS is described with a simulation example, summarized the test utilization at a university chemical engineering class, and discussed. This web-based platform is believed to enable all types of people and different policy levels to easily access databases and information collected across different sources, and provides the ‘space’ to simulate and discuss scenarios appropriate for sustainable regional development. We expect to promote active involvements of people, government and technical professions into regional planning to achieve sustainable society with low CO2 emissions through this system.
