Characteristic of Argon arc plasma in water is not understood well. We built an experimental setting and generated argon arc plasma immersed into the water.Generated arc plasma can be observed directly because quartz window is attached to side chamber wall. Therefore we can utilize OES (Optical Emission Spectroscopy) method to lead excitation temperature and electron density at the same time. One advantage of OES is that plasma is not disturbed by measuring equipment like electrode probe. Voltage-Current characteristic is important parameter in case of argon arc plasma. Therefore, we set current as parameter. Finally we evaluated excitation temperature and electron density regarding to water existence.
